INNOEX connects science, security and sustainability across regions. Based in Astana, Kazakhstan, the company draws on more than two decades of senior international experience in the delivery of science, non-proliferation, security, safety and capacity-building initiatives.
The company was founded by former senior executives of the International Science and Technology Center (ISTC) — an intergovernmental organisation that has supported scientific cooperation, non-proliferation and capacity-building across the former Soviet space for three decades.
INNOEX is registered through the AIFC/AFSA framework in Kazakhstan. We operate independently, offering a neutral professional interface between funders, national authorities, academia, technical institutes and industry.
Our flexible "one-stop-shop" model means we can be engaged for a discrete short-term assignment or as a full implementation partner across the entire programme lifecycle.

INNOEX was established by two former senior executives of the International Science and Technology Center (ISTC).
David Cleave
Former Head of Mission and Executive Director, ISTC. David brings decades of senior international experience in science diplomacy, non-proliferation, CBRN security and multi-country programme implementation across Europe, Central Asia and beyond.
Aidyn Turebaev
Former Deputy Executive Director, ISTC; former Ministry of Science and Education, Kazakhstan. Aidyn provides deep expertise in Kazakhstan's institutional landscape, science policy, international scientific cooperation and regional stakeholder engagement across Central Asia.
